Job Description

I. Job Purpose:

The primary duty of this position is to oversee, under the direction of the Road Superintendent, the safe and efficient operations of road construction activities on County Accepted Maintained Roads. This position provides supervision of the road crew employees while directing and participating in the maintenance and preservation activities. Additionally, this position operates dump trucks, heavy equipment and performs manual labor for extended periods of time.

This position conducts inspections and maintenance activities for the following attributes: Bridges, Signs, Guardrail and Culverts along with tree trimming, debris removal and shoulder work. Under the direction of the Road Superintendent, this position also provides snow removal and sanding operations as well as provides emergency response services and traffic control. Additionally, this position operates dump trucks, heavy equipment and performs manual labor for extended periods of time.

II. Duties, Tasks and Responsibilities:

  • Perform field work and maintenance activities alongside employees. Conduct inspections of all phases of work to ensure goals and deadlines are being obtained.
  • Promptly respond to hazardous conditions on or along County Accepted Maintained Roads. Notify the Road Superintendent of any conditions that require additional work or additional resources.
  • Conduct inspections of roads, guardrails, bridge structures, culverts, signs, and other attributes within County Rights of Way. Report any identified and potential hazards, damaged and maintenance needs to the Road Superintendent.
  • Provide traffic control for emergency response events such as motor vehicle accidents, flooding and removal of road hazards as directed by the Road Superintendent.
  • Provide snow removal and sanding operations along County Accepted Maintained Roads
  • Support and assist Road Superintendent with developing work schedules, projects, and maintenance programs.
  • Guide employees to conduct maintenance activities in compliance with county, state and federal safety policies and practices.
  • Participate as a member and support the Road Department Safety Committee.
  • Monitor and perform inspections for permitted activities on County Accepted Maintained Roads for compliance of permit specifications when assigned by the Road Superintendent.
  • Support and enforce all safety policies and procedures of the Road Department and Crook County 
  • Perform all other duties as assigned by the Road Superintendent as necessary during the course of the workday. 

  • Provide assistance to Office staff and Fleet Supervisor when requested.
  • Maintain confidentiality of Employee performance and HIPPA information pertaining to Employee’s ability and requirements to perform work functions.
  • Guide employees in performance to correct and resolve work related issues. Report to the Road Superintendent any personnel concerns or issues that are not resolved or that require further attention. 

III. Skills, Knowledge and Abilities:

  • Ability to plan, organize and coordinate several projects at any given time.

  • Excellent verbal and written communication skills
  • Ability to maintain a clean work environment
  • Ability to sit or stand for long periods of time during the course of the workday
  • Proficient in operating vehicles, dump trucks and heavy equipment
  • Ability to effectively communicate with employees at all levels of the organization.
  • Ability to effectively communicate with the public in order to address public complaints and concerns.
  • Knowledge of Federal, State and County requirements for road repair and maintenance.
  • Knowledge of equipment involved in road maintenance and repair.
  • Knowledge of road maintenance, preservation and construction activities.
  • Ability to successfully complete projects under stressful and demanding deadlines with changing priorities and conditions.
  • Knowledge of Federal Motor Carrier Regulations.
  • Ability to recognize dangerous traffic situations and warn workers in sufficient time to avoid injury.
  • Knowledge of the principles and practices of traffic control and safety. 

IV. Qualifications: 

  • Minimum of a High School Diploma or equivalent.
  • Minimum 5 years’ experience with Truck Driving and Equipment operation.
  • Minimum 5 years supervisory experience.
  • Current and valid CDL for the State of Oregon.
  • Current and valid ICC Medical Card.
  • Current Oregon Traffic Control Certification.
  • Prior to or on date of hire:
  • Able to complete a thorough employment and/or criminal history check.
  • Able to successfully pass a pre-employment drug test.

V. Position Details:

  • The duties outlined in this job description are not all inclusive and additional duties and tasks will be assigned as required.
  • Work location is Crook County Road Department.
  • Fair Labor Standards Classification: Non-Exempt
  • CDL Position.
  • This position is on call 24/7/365 for emergency response events (sanding, plowing, motor vehicle accidents, road closures for law enforcement investigations, etc.).
  • Position is NOT part of the Collective Bargaining Agreement (CBA) and Association Representation does not apply; However, Salary Schedule, COLA increases, insurance benefits, PTO and Sick benefits, as well as retirement contributions shall be calculated using the same criteria as the terms outlined for CBA members.
  • Work is performed in outside environments with exposure to inclement weather.
