**Senior Business Development Officer**
**Location:** Hybrid (Washington, DC)
**Salary Range:** $80,000 - $95,000 per year
**Employment Type:** Full-time

**About the Role:**
We are seeking a dynamic and experienced Senior Business Development Officer (SBDO) to join our team. The SBDO will play a pivotal role in driving our organization's growth by identifying and pursuing new funding opportunities, building strategic partnerships, and managing the proposal process for our portfolio of education, international exchanges, and development programs.
**Responsibilities:**
**Proposal Development:**
- Manage the proposal process for new business opportunities, including competitive bids for grants, cooperative agreements, and contracts.
- Develop and implement positioning strategies to ensure competitive and compliant submissions.
- Oversee the proposal calendar and monitor adherence to deadlines and quality standards.
- Facilitate design sessions, draft proposal sections, and provide quality control on technical annexes.
- Ensure alignment between technical and cost volumes and staffing strategies.
- Conduct international travel as required.
**Business Development Strategy and Pipeline Growth:**
- Identify and foster strategic alliances with implementing partners and stakeholders.
- Represent our organization at events and disseminate information regarding our capabilities.
- Manage business intelligence and positioning information obtained from networks and field teams.
- Mentor junior team members and manage interns and consultants.
- Support projects, marketing, and other unit activities that tap into sector or geographic expertise.
**Home Office and Business Development Support:**
- Develop and train program unit staff on processes, procedures, and standards for program design and proposal development.
- Support field-based business development activities and preparations for new and follow-on projects.
**Requirements:**
**Education and Experience:**
- Bachelor's Degree in international relations, education, or a related field with at least five years of experience in the international field, including three years in proposal development for U.S. Government opportunities.
- OR Master's Degree in international development or a related field with at least four years of experience in international exchanges or development, including three years in proposal development for U.S. Government opportunities.
- Experience with program management, technical design, or writing proposals for ECA and USAID is highly desired.
- Familiarity with U.S. Government procurement policies and experience using Salesforce or similar systems is preferred.
- Experience coordinating budget preparation and overseas experience in developing countries is a plus.
**Skills:**
- Excellent organizational, time management, and communication skills.
- Strong attention to detail and outstanding writing and editing skills.
- Language proficiency in Arabic, French, or Spanish is a plus.

- Familiarity with MS Word, Excel, PowerPoint, and Teams.
