Org. Setting and ReportingThe United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $95+ billion multi-asset class, global investment portfolio. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, and commodities. The incumbent reports to an Accountant. ResponsibilitiesWithin delegated authority, the Senior Accounting Assistant will be responsible for the following duties: Tax related: • Scrutinizes source document and analyses withholding tax transactions for completeness, accuracy and validity. • Prepares and reconciles withholding tax on investment activities to ensure appropriate recording by the Global Custodians. Investigates erroneous/invalid entries and takes appropriate corrective accounting action including communicating with custodian and tax advisors. • Ensures that accurate and complete accounting, reporting and internal control systems related to direct and indirect tax are functioning and all relevant records/documents are maintained. • Assists in identifying methods to operationalize United Nations privileges and immunities in relation to tax on investment transactions. • Extracts and reviews completeness of reports from accounting system and consolidates the accounts on a periodic basis. • Prepares worksheets and analyses accounts. Assists in the preparation of tax related disclosures for IPSAS financial statements. Contract management and general administration related: • Audits, approves and monitors payment for services provided by contractors and external managers ensuring compliance with relevant rules and control procedures. • Assists in monitoring Operations section budget on a regular basis. • Monitors the quarterly Service Level Agreement with the custodian to monitor performance. • Provides guidance and training (including the preparation of training materials) to staff with respect to transaction processing and the use of various systems. • Supervises other general service staff when required. • Drafts/prepares memoranda and responds to queries by staff members, internal and external auditors and from their counterparts. • Performs other duties as may be required. Experience of working on tax related matters of International Organizations is required. Experience of working with global custodian bank is required. Experience of processing contractors and external managers invoices is desirable. Experience in the process of reclaiming tax withheld on investment transaction in multiple tax jurisdiction is desirable. Experience in using spreadsheet applications including functions like pivot tables, lookup functions are desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
