JOB TITLE : Recruiter/Human Resources Assistant

DEPARTMENT: Human Resources

PAY BAND: 5 (starting pay: $25/hr.

CLASSIFICATION : Non-Exempt/Hourly

DEFINITION AND PURPOSE:

The Recruiter/Human Resources Assistant will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization, and will complete various Human Resources Assistant duties as assigned.

ORGANIZATIONAL RELATIONSHIP:

 

Supervised by: Human Resources Manager

Supervises: No one

Coordinates with: Staff and Vendors

 

DUTIES/RESPONSIBILITIES:

 

  • Recruits RRHA employees, which includes posting jobs, screening applicants, scheduling and participating in interviews, extending offers of employment verbally, in writing and completing the onboarding process with new hires.
  • Ensures that all applicants are notified via recruiting source of job consideration and all interviewed candidates who are not offered employment receives notification.
  • Obtains temporary employees as needed utilizing RRHA’s current temp staffing resources.
  • Collaborates with the hiring manager and/or other human resources staff during the offer process, identifying and recommending salary ranges, start date, benefits, and other pertinent details.
  • Attends and participates in any recruiting efforts on an as needed basis such as job fairs and obtaining other recruiting sources as directed by the Human Resources Manager.
  • Maintains employee files.
  • Orders department supplies and equipment.
  • Processes department mail.
  • Handles NCG (IT) requests for the department.
  • Handles all HR department invoices.
  • Provides back-up for the front desk receptionist as needed for lunch breaks and absences.
  • Assists with annual Open Enrollment process.
  • Assists with various HR related projects.
  • Ensures that new employees and terminating employee’s insurance paperwork is processed timely, as well as insurance changes due to life qualifying events, and rate changes are keyed in the system timely.
  • Provides onboarding and offboarding of employees internally and with NCG (IT) for all electronic needs such as computer access, ID badge/door fob, sends email announcing employee start date or end date and ensures that the manager obtains any door keys, or other equipment.
  • Performs other duties as assigned.

 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills.
  • Ability to create and implement sourcing strategies for recruitment for a variety of roles.
  • Proactive and independent with the ability to take initiative.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
  • Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.
  • Proficient with Microsoft Office Suite or related software.
  • Confidentiality at all times.

 

TRAINING, EDUCATION AND EXPERIENCE:

 

  • High School Diploma or GED is required.
  • Bachelor’s degree preferred or a combination of equivalent education and experience.
  • Minimum of two (2) years recruitment and Human Resources Assistant role experience.

 

SPECIAL REQUIREMENTS:

 

  • Must have a valid Virginia Operator’s license with a good driving record and reliable transportation.
  • Must pass drug and complete background screenings.

 

WORKING CONDITIONS:

 

  • Physical Activity of this position : walking, fingering-picking, pinching, and typing.
  • Physical Requirements of this position: Light work – exerting up to 20lbs of force occasionally, and/or up to 10 lbs of force frequently, and/or a negligible amount of force constantly to move objects.
