The Department of Business and Professional Regulation (DBPR) is the agency charged with licensing and regulating State of Florida businesses and professionals, such as cosmetologists, veterinarians, condominiums, hotels, and restaurants. Our mission is to license efficiently and regulate fairly, and we strive to meet this goal in our day-to-day operations.

 

The Work You Will Do:

 

The Budget Liaison is located within the Division of Florida Condominiums, Timeshares and Mobile Homes and is responsible for creating and maintaining the division's operational budget. Additional budget duties include the quarterly completion of a budgetary spending plan and cost allocation report, legislative budget requests, acting as fleet manager for the division, and overseeing all state vehicles assigned to the division.

 

Your Specific Responsibilities:

 

  • Prepares and administers the budget for the Division. Maintains and oversees budgetary issues for the Division including the preparation and submission of spending plans, allocation requests, and Legislative Budget Requests, as needed.
  • Reviews purchase requests to determine budget availability.
  • Reviews Personnel Action Requests forms to determine budget availability for recommended salary amount.
  • Consistently monitors monthly expenditures to ensure compliance with established fiscal parameters.
  • Coordinates input for future budget needs of the Division.
  • Identifies and processes budget amendment requests as needed to address budget shortfalls.
  • Annually inputs budget allotments into specific object codes based on previous trends and adjusts for current year needs.
  • Compiles and prepares Long Range Program Plan documents annually.
  • Reviews and analyzes policies, statutes and any other directives which might affect the budget process; evaluates potential impact and identifies potential problems, recommends appropriate action. Performs research and report preparation, as needed.
  • Serves as a fleet manager for the division.
  • Attends meetings as budget spokesperson making recommendations on budget matters when needed.
  • Reviews and coordinates the adoption of all Division administrative rules and forms.
  • Serves as liaison with the Bureaus, Office of the General Counsel, Joint Administrative Procedures Committee and Bureau of Administrative Code. Provides legal notice of all public meetings. Publishes timely meeting notices in the Florida Administrative Weekly.
  • Leads the Division’s Annual Regulatory Plan as well as any other rule related functions for and on behalf of the Division.
  • Works closely with the Deputy Director on special projects as needed. Assists in the preparation of Annual Reports and other documents and reports as needed by the Deputy Director and updates policies and procedures.
  • Updates division vehicle policies for approval by the Director. Ensures data from the Monthly Reports are accurate & submitted timely and maintains the Division vehicle inventory in the Department of Management Services Fleet database. Prepares vehicle inventory, maintenance, and usage reports as required. Records and documents private vehicle usage for state business by Division employees. Issues Fuel & Maintenance cards as required and assists with yearly acquisition of new vehicles. Obtains license plates & titles from the Florida Department of Motor Vehicles when needed and communicates vehicle & license plate activities with the Division SunPass account manager.

Minimum Requirements :

  • Bachelor's degree from an accredited college or university in the field of Finance, Accounting, Business Administration, or Economics;  OR
  • Associate's degree from an accredited college or university and two (2) year of professional experience in accounting and in examining and preparing budgets and invoices.  

 

Preferences:
Preference will be given to applicants who can demonstrate at least one or more of the following:

  • Experience in analyzing and preparing midsize to large company operational budgets;
  • Strong familiarity with agency rulemaking;
  • Strong ability to provide clear and effective communication to customers;
  • Familiarity with MyFloridaMarketPlace;
  • Familiarity with the Florida Administrative Register and the Florida Administrative Weekly 
  • A strong ability to work well in a fast-paced professional environment and meet or exceed condensed deadlines; and
  • Strong technical writing ability.
