Job Description

Position Purpose: The Facility Security Officer (FSO) interprets, implements, and maintains a highly-effective security program consistent with all regulatory, government policies and provides supplemental guidance to the organization and its leaders. This individual will oversee a comprehensive and integrated security program as a business discriminator to the organization. The FSO will objectively and professionally conduct investigations regarding sensitive issues and violations of written policies internal and external to the organization. The FSO will act as the Insider Threat Program Senior Officer (ITPSO) and issue disciplinary guidance based on the graduated scale of disciplinary action as required by the NISP Operating Manual (NISPOM). This position is involved in the continued development and implementation of a security program that meets CMMC security certification. Position is based in Hampton VA with travel as part of the position.

Primary Duties:

  • Initiate, Submit, and Track security clearance investigations; perform administrative support functions to include DISS and eQIP administration.
  • Review required forms, process and screen security forms (SF 85, SF 86) of various background investigations, and associated paperwork for accuracy.
  • Travel to worksites in different regions of the country 
  • Process and protect personally identifiable information.
  • Initiate, Submit, Track, and maintain all outgoing visit requests within DISS.
  • Review the details and requirements issued in formal government DD 254 contracts and submit new DD 254 requests as needed.
  • Perform NISP annual inspections and annual DSS security Audits.
  • Develops and implements operational policies, procedures, and work instructions for the Insider Threat program.
  • Provide security briefings, debriefings, and awareness training for all cleared personnel.
  • Manage foreign travel security and reporting program in an effective yet unencumbering manner for employees that travel frequently to widely divergent locations.
  • Provide continuing education and training program such as briefings, bulletins, and newsletters.
  • Provide leadership, mentorship, training, and oversight for all VersAbility security officers.
  • Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes and procedures to Senior Leadership.
  • Develop, implement and reinforce policies and procedures that meet the requirements of CMMC security certification.
  • Prepare, maintain, and protect official records auditable by U.S. Government representatives.
  • Interact with senior management and government representatives.
  • Performs other such duties as requested by supervisor or designee.
  • Provides back-up support in writing Individual Eligibility Evaluation (IEEs) for the Government Contracts department.
  • Provides supplemental support to the Director of Government Contracts or their designee as needed.

Education: Bachelor’s Degree in Business or related field preferred. A combination of professional experience as a Lead/Sr. FSO or Director of Security with a medium-to-large company and a proven history of managing a highly successful NISP program may be considered in lieu of a degree.

Experience: At least five years’ experience performing security duties in an environment subject to NISP guidance and DCSA background investigations. Experience in working with people with disabilities preferred. Top Secret DoD Clearance is required.
