The Work You Will Do:

This Environmental Consultant position performs professional work under the direction of the Environmental Administrator for the Division of Water Resource Management’s Wastewater Management Program located in Tallahassee, Florida. The ideal candidate will possess discipline-specific knowledge, leadership and technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations related to surface water quality, toxicity monitoring and associated corrective actions, general and generic permits, and U.S. EPA’s e-Reporting rule.

Pay: $56,000/annually (commensurate with experience)

 

Your Specific Responsibilities:

This position performs professional work in the Wastewater Management Program under the direction of the Environmental Administrator. This position:

  • Coordinates the development of rules and policies related to, toxicity monitoring and associated corrective actions, surface water quality, NPDES power plant permits, and general and generic permits. Evaluates current rules and policies and recommends modifications as needed. Assists in any necessary rulemaking and policy-making activities. Recommends and drafts legislative recommendations and regulations or amendments to existing legislation. Ensures that rules, policies, and legislative recommendations are consistent with environmental and economic concerns and with sound management practices;
  • Assists with providing technical assistance with the implementation of pretreatment, reuse of reclaimed water, land application systems, U.S. EPA’s e-Reporting in the Wastewater Management Program. Assists in the development of rules, policies, and implementation of the program;
  • Assists in developing standard permit conditions and associated Permit Builder testing. Assists with training and providing technical guidance on permitting issues (including general and generic permits), and other aspects of wastewater management;
  • Consults with, coordinates with, and responds to inquiries from state and federal agencies, local governments, regional planning agencies, businesses, professional interests, engineering firms, and the public on toxicity, surface water quality, general and generic permits and other wastewater management issues as needed. With supervision, provides training and makes technical presentations to inform these interests about the department’s toxicity rules, regulations and general and generic permits. Assists in working with EPA to assure consistency with federal rules and policies;
  • Assists in reviewing state-issued wastewater discharge permits for consistency with the State and NPDES permitting program requirements;
  • Serves as special project manager for technically complex projects that requires coordination with other Department programs and outside entities. Provides technical assistance on complex wastewater issues;
  • Provides assistance with the Water Tracker call center during emergency events;
  • Serves as a liaison with the department’s Division of Environmental Assessment and Restoration on issues related to water quality and laboratory methods; and

 

Required Knowledge, Skills, and Abilities:

  • Ability to research and understand all state, federal, and local wastewater rules and regulations.
  • Ability to work independently and manage technical projects.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to prioritize workload.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to travel and inspect wastewater facilities.
  • Knowledge of computer-based data retrieval systems.
  • Ability to travel outside Tallahassee and maintain a valid driver's license

 

Required Qualifications:

A bachelor's degree in engineering, environmental science or one of the natural or public health sciences from an accredited college or university; and 2 years of verifiable related experience; OR any combination of post-secondary education and verifiable related experience, as described in this posting, for a total of six years.
